- Government in Taipei City – 臺北市文化中政府的角色
- Taipei City (臺北市) is a “Special Municipality” (直轄市), the highest level of local government in Taiwan. The city government reports directly to the central government (Executive Yuan) rather than to a provincial government. Other special municipalities on the Island of Taiwan include: New Taipei City, Taoyuan, Taichung, Tainan & Kaohsiung.
- Because Taipei is the capital of the Republic of China on the Island of Taiwan (ROC), there is considerable symbolic & national political significance regarding how the city is governed. Mayors often become national political figures, and city policy often influences national policy in sectors such as housing, transportation & digital governance.
- Taipei City (臺北市) is a “Special Municipality” directly under Taiwan’s central government. The basic administrative divisions of the city are “districts” (區, qū), rather than “counties” or “townships”. Taipei City is fully urbanized. There are no rural townships or indigenous districts within the city limits. Boundaries between districts are well-established & rarely change. Administrative divisions emphasize efficient governance, not ethnic or linguistic separation
- The Executive Branch of Taipei City Government (臺北市政府) has the Mayor of Taipei (臺北市市長) as it’s Chief Executive Officer. The Mayor is directly elected by Taipei residents to a four-year term and be relected to the office once consecutively. The Mayor is responsible for: (i) City administration; (ii) Policy execution; (iii) proposing a budget for the city; and (iv) representing Taipei in national & international affairs. The mayor has historically been an influential political figure in Taiwan, and the office of Mayor of Taipei is often seen as a stepping stone to national leadership.
- There are Deputy Mayors (副市長) who are appointed by the Mayor. They assist with major policy areas such as: (i) urban planning; (ii) transportation; (iii) Social welfare; & (iv) economic development.
- The Taipei City Government is large & bureaucratically complex with many offices & agencies. Major departments include:
- Department of Civil Affairs
